Meet Our Providers
Sequoia's providers are dedicated to providing the best medical care possible to our patients. It is not always easy, as some of our patients struggle with issues of poverty, illiteracy, malnutrition, and lack of insurance coverage to provide for doctor visits and prescription medications. But delivering quality medical care to our community is the mission that draws our providers to Sequoia.Many of our Sequoia providers are natives of the Central Valley who always intended to return to the communities that nurtured them. Others were first exposed to our community as medical students or residents and decided to make Fresno their home. Still others were recruited to Sequoia from places afar. We even have a number who trained as Sequoia residents in Family Practice and decided to continue the mission of providing care to the underserved following graduation. The common bond among us is that we strive to provide the best of care to our patients, with compassion and dedication.
We are Obstetrician/Gynecologists, Pediatricians, Nurse Practitioners, Family Physicians, Internists, Physician Assistants, Mental Health Specialists . Our providers all have been trained to meet the medical needs of the community, and most are Board Certified in their specialty area.

Robin is new to Sequoia. Asked why she chose Sequoia as her employer, Robin said it was because of the patient population, specifically, primary care pediatrics. She believes the better the care a child receives and stays well, the better chance of success as an adult. She believes children are our future and they all deserve an equal chance at good health and success.
Robin comes to Sequoia with a Masters of Nursing – Pediatric Nurse Practitioner, which she received from California State University-Fresno.
Dr. De La Cruz has been with Sequoia for 3 years now and enjoys the patients and the staff. He likes to help children in need of physical, emotional and psychological health.
Dr. De La Cruz is board certified with a specialty in Pediatrics. He completed his undergraduate studies at Oberlin College in Oberlin, OH and his graduate studies at the University of Cincinnati’s College of Medicine in Cincinnati, OH. Dr. De La Cruz completed his residency at White Memorial Medical Center in Los Angeles, CA. Dr. De La Cruz also has a Master’s in Public Health from UCLA.
William ‘Bill’ Dixon has been with Sequoia for 12 years as a Physician’s Assistant (PA). Bill is Board Certified as a Physician’s Assistant in Family Practice and received his education at UC Davis’ FNP/PA Program.
Dr. Ebrahimi is Sequoia’s dentist and has been with Sequoia for 7 months. Dr. Ebrahimi completed her studies at Medical Sciences University-Dental School in Istahan, Iran. She completed her residency at the Goldman School of Dental Medicine at Boston University in Boston, MA with a specialty in Periodontology.
Dr. Ebrahimi chose Sequoia as her employer because she wants to help people who are in need of dental treatment, whether it is the patient is in pain or losing their teeth.
Martha Garcia MD - Family Practice
Center Location: ElmDr. Garcia came to Sequoia in August 1998 because she wanted to do a full spectrum of Family Practice, and has stayed because she likes her patients and enjoys working with her colleagues and staff. Dr. Garcia believes medicine is only part of what contributes to ones well-being. She strives to provide the best care possible through a partnership with her patients to help them achieve good health and well-being. Dr. Garcia completed her undergraduate studies at the University of California, Santa Cruz and graduate studies at the University of California, San Francisco’s Medical School. She is board certified with a specialty of Family Practice. Dr. Garcia completed her residency at Sutter in Santa Rosa, CA.
Ae Lee came to Sequoia 10 months ago as an employee because she enjoys serving the under-privileged population and finds it rewarding to provide service to individuals who appreciate the care they receive. Her philosophy is to help patients achieve a maximum state of health. Ae Lee completed her studies at California State University, Fresno where she received her Family Nurse Practitioner license in Family Practice.
Janice has been with Sequoia for 10 years and chose Sequoia as her employer because she enjoys working with underserved populations, as well as interesting and rewarding. Janice hopes to give patients the tools to take better care of themselves and to remain as healthy as possible.
Janice is board certified as a Family Nurse Practitioner with a specialty in Family Practice. She completed her FNP studies at California State University, Fresno.
Linath Lim MD

Dr. Love’s first experience with Sequoia was as a graduate student in 1997 when she completed two practicum placements at the Elm Clinic while part of the UCSF Psychology Program at University Medical Center. In 1999, the same Sequoia clinic helped her with her dissertation research. It was at the Elm clinic that she conducted measures and collected data on the relationship between anger expression and blood pressure in a Latino patient sample. After obtaining her license to practice independently in 2002, she returned to Sequoia in the dual role of Behavioral Health Provider and Associate Behavioral Health Officer.
Dr. Love completed her Pre-Professional Psychology B.S. studies at Northwestern State University, her Doctor of Psychology (PsyD) in General Clinical Psychology at California School of Professional Psychology, and her Post-Doctoral Master Degree in Clinical Psychopharmacology at Alliant International University. Dr. Love is also a Qualified Medical Evaluator by the State of California.
Dr. Love chose to work at Sequoia because she believes in the organizational mission and wants to serve this community in collaboration with some of the most talented and dedicated providers in their fields.
Michael Madrigal DDS - General Dentistry
Center Location: Dr. Madrigal is Chief Dental Officer and has been with Sequoia for 1 ½ years. Dr. Madrigal also has his own General Dentistry practice. Dr. Madrigal completed his undergraduate studies at UC Berkeley (CAL) and his graduate studies at University of Pacific School of Dentistry. He completed his General Practice residency with the Veteran’s Administration/Air Force.
Dr. Madrigal’s believes that no matter what, everyone should be treated the same. Because of Sequoia’s mission to serve those in need, Dr. Madrigal chose Sequoia to be their Chief Dental Officer.
Dr. Morgan has been with Sequoia a little over 2 years and says she enjoys working in the team environment that Sequoia provides, where everybody puts the patient first. Her philosophy is to work together with the patient to find a solution to decrease their suffering. Dr. Morgan is board certified with Psychiatry as her specialty. She completed her undergraduate work at the University of Colorado at Boulder and attended the University of Colorado Health Science Center’s Medical School. She did 3 years of internal medicine residency at UCSF Fresno and her Psychiatry residency was completed at the University of Colorado Health Science Center.
Nancy Nkansh PharmD - Pharmacotherapy
Center Location: Dr. Nkansah came to Sequoia 2 years ago because of her passion for serving underserved patient populations. Her philosophy is that it is important to recognize the essential role patients play in their health care; from a pharmacy standpoint, the most important goal is to provide patients with affordable, effective, and safe medicines. Once patients have access to such medicines, she says we must strive to address any of their medicine concerns (cultural/cost/perceptions), thus reinforcing compliance and helping improve their health care. Dr. Nkansah received her Doctorate in Pharmacy at Florida A&M University and completed her residency at Johns Hopkins Hospital (Pharmacy Practice and Primary Care). Her specialties are Pharmacy, Diabetes treatment, and Obesity. Dr. Nkansah is a board certified Pharmacotherapy Specialist.
Dr. Quann has been with Sequoia for 2 years and practices at the Bullard site. Dr. Quann completed her undergraduate studies at Washington State University and her graduate studies at the University of Washington with a specialty in Internal Medicine. She completed her residency at University Medical Center in Fresno, CA and UCSF-Fresno.
Dr. Quintana Van Horne came to Sequoia 12 years ago and has been the Chief Medical Officer since April 2005. Dr. Quintana Van Horne completed her undergraduate studies at the University of Notre Dame and her graduate studies from Drew/UCLA School of Medicine. She finished the UCSF Fresno Family Practice Residency Program, Selma Pathway, in 1993. Dr. Quintana Van Horne loves working with Sequoia’s patients, helping them work towards being healthy and staying healthy. She finds it rewarding to work with the underserved population and keeping a focus on building a healthy community.
Agustin Rubio

Dr. Russom started with Sequoia as a per diem provider in 2000 and became a full-time provider in October 2006. Dr. Russom is board certified with a specialty in Family Practice. Dr. Russom believes providing quality care for all patients is essential and likes caring for the broad population of patients. Dr. Russom completed her undergraduate studies at California State University, Los Angeles and graduate studies at USC School of Medicine. She completed her residency at UCSF Fresno Family Practice.
Juan Carlos Ruvalcaba
Center Location: Virginia Sanchez LCSW - Social Work
Center Location: Orange and Butler, West FresnoVirginia Sanchez has been with Sequoia since June, 2007. Virginia’s specialty is individual and family counseling, and stress management. Virginia enjoys working with patient’s to achieve a resolution to their particular challenges, such as, personal, familial, or social.
Bianca has been an employee of Sequoia since 2004 and chose Sequoia because of its overall values, mission and vision. Her philosophy of medicine is to do no harm.
Bianca is board certified as a Family Nurse Practitioner with a specialty in Family Practice. She completed her FNP studies at Dominguez Hills University.
Dr. Wang has been with Sequoia since August 2007 and chose Sequoia as her employer because she loves the patient population and working with those who appreciate their medical care. She says it has been a very enjoyable and rewarding experience. She listens to the patient or parent and considers their needs because she says medicine is not all about diagnosis and treatment. Dr. Wang is board certified with a specialty in Pediatrics. She completed her undergraduate studies at Trinity University in Texas and graduate studies at the University of Texas’ Medical Branch. Dr. Wang completed her residency at the University of California, Los Angeles.
